Dept blames rain for collapse of bridge

PASIGHAT, May 4: Reacting to the news item published in this daily on May 4 regarding collapse of under construction bridge over Dobu river, Pasighat PWD EE Er. Tapi Darang said it all happened due to natural calamity triggered by incessant and heavy rainfall.

According to Darang, untimely and heavy downpours is the main reason which destroyed the under construction bridge.

The collapse of the bridge was not due to low quality materials or inefficient technology as reported but it was due to untimely heavy discharge of the river due to continuous heavy rainfall in the catchment area during that period. He further clarified that the bridge is being constructed departmentally to ensure quality and speedy construction.

He said that rain was at its worst this year compared to the last three years.

In  his statement Er. Darang stated that the span of the bridge is 80mtr. in two spans but not 60mtr. as reported and the type of bridge is PSC Grider.

The casting of the girders/beams of the ill fated bridge was completed on  April 15 and the first stage of stressing of the cables was fixed on April 30 as per specifications given in the MOST drawings but unfortunately due to heavy rainfall, the river was on spate and the scaffoldings/supports of the bridge were washed out and the girders/beams of the bridge ultimately failed and collapsed on April 23 before the concrete gained required strength. ‘Federation seeks CM’s intervention’

ITANAGAR, May 4: The Arunachal Public Motor Transport Federation (APMTF) has appealed the Assam Govt to stop the forceful and frequent requisition of commercial vehicles of Arunachal Pradesh.

Expressing serious concern on frequent requisition of commercial vehicles of Arunachal plying through the Assam routes by Assam Police including MVI, APMTF demanded immediate halt on such practice.

Pointing out the reported requisition of four Tata Sumos, which were on way from Seppa to Itanagar, by  Assam Police at Balipara,  Sonitpur district on April 18,  the Federation has appealed the state Chief Minister to take up this issue with his Assam counterpart to get early release of  the seized vehicles. It threatened to call a state-wide bandh in protest against the Assam govt, in case the state Govt fails to bring in a solution to the problem.

Recalling the assurance  reportedly given the Assam DIG during 2005 to stop this menace,  Federation said requisition of Arunachal vehicles, particularly commercial vehicles is still going on  causing untold miseries to the innocent passengers.

Requisitions are being done without paying any hiring charges and telling the drivers about the time schedule of vehicles’ detention, the Federation claimed and  alleged that vehicles bearing Arunachal registration numbers were being targeted randomly for checking by the police in the neighbouring state.

Let action speak

Dear Editor,

The Roing legislator likes to motivate people a lot, but just when the action starts, he suddenly disappears and ‘Voila’ as sudden a re-emergence when all things have been sorted. Morale of the story-‘when the going gets tough, expect him to disappear’.

Tell you a tale of Intelligence that puts CBI, RAW, IB, Phone tapping etc. back to classroom. I once requested a good acquaintance to allot work to a certain person, so this nice Executive issue out a work order but suddenly finds himself in a peculiar position at the legislator’s residence after info reaches his doorstep.

After subjective grilling pinched with good cop, bad cop drama by the legislator, the official is suggested to cancel the work, but upon response that he is unable to do so as the person has already been taken into confidence and it would be inappropriate. That’s when the “psychological warfare” takes a turn for the peculiar and a hilarious new strategy is born.

The official is told to send the person to his residence wherein he shall let the person know that he is the angel behind the generous act. Good thinking. But this honestly actually happened in three separate occurrences and believe it or not, all in the same routine. I suggest he finds a new strategy.

One may deem this as a personal attack, but so was the work for those people and so is my hope for a better leadership personal. So go on in your self publicized ultimatum, but let your actions do the speaking and you have my best wishes guaranteed.

Yours,

Mutchu Mithi,  (on email)

Restore power supply

Dear Editor,

Frequent power failure in D-Sector, Itanagar makes the life of the residents miserable.  Earlier, authorities used to pre-inform the residents about the power cut so that people can cope with the situation. But for the last four months power failure or erratic power supply without pre-information has made the situation worse. The most sufferers are students who are appearing or preparing for examinations, new born babies, old people and sick.

Complaints were lodged several times but nothing has been done so far. The staff of the department concerned comes out with lame excuse like load shedding, transformer problem.  Now I would like to know, how many months the department will take to repair the transformer or improve power supply to D-Sector?

I once again request the authorities to look into the matter seriously and do the needful immediately.

Yours,

Bojer Yordung

D-Sector, Itanagar

‘Inefficient match officials, committee led to ouster of East Kameng team’

Dear Editor,

It has been observed that inefficient and partial committee members are managing the IXth Tadar Tang Memorial State Level Football Tournament, who cannot take right decision at the right time.

Let me justify my view points by elaborating the tussle that happened during Quarterfinal match between East Kameng and Kurung Kumey on May 1. The mishandling of referee is no doubt, highly criticized and those involved should have been arrested, but Referee must also ensures that there is precision in their judgment. The behavior and wrong judgment of line referee were worth condemning and such partial referee should never be allowed.

Secondly, since both the teams were in same pool during league round, there is no question of meeting each other again in the next round. This is absolute and absurd match fixing by committee.

The rematch was scheduled the very next day stating various timing scheduled i.e 7.30 am, 11.30 am , 2 pm. The East Kameng Team reached the ground at right time, followed all rules demanded by the committee including suspension of players and waited for opponent team to arrive. But they didn’t turn up on time. Based on football rules, East Kameng Team should have been given walk over. Even the written applications were submitted in this regard. Despite that, inefficient committee members failed to take right decision. Instead Kurung Kumey team was given free entry into semifinals. This would be world’s most injustice done by any committee managing state level football tournament.

Since this is a state level football tournament being sponsored by government, the  department concerned should handle it with proper security forces or there should be committee consisting of members from every district.

This signifies why teams from Bomdila, Tawang, Tezu, Along, Tirap, Upper Siang did not participate. If partiality is to continue, let just few teams play the biggest tournament in the state.

No one become great by winning 2 lakh rupees, but what remains is good human behavior.

Yours,

A.Doka

Secretary, Karadadii Club, Naharlagun,

Who fixes the price?

Dear Editor,

Through your paper I would like to request the authority of the Capital Complex, Itanagar to clarify who is the authority to fix the price of the items that are being sold in the market ?

Though the authority & market committee of the capital complex, Itanagar has fixed the price but the shopkeepers and vegetable vendors are not following the fixed price.  The prices particularly that of meat including beef and vegetable are not being followed at all.

If the DC and Elected leaders of the Market committee are the authority than they have to accept that they are incapable to implement the price.

If the authority to fix price list are the shopkeepers, then it’s not new for common public of capital complex.

Yours,

Pollo Nani (on email)

Dabi confess government’s failure in solving the vexed Chakma issue

24 hours bandh in Miao Subdivision

Pinna Kitnal Muklom

Miao, May 4 : The Home Minister confessed that the state government was wrong on its part for not having taken any action against the Chakma refugee issue earlier.

However, Dabi said that it is not too late to correct or undo the wrongs, provided the local leaders and its people are with the government in finding a permanent solution to this vexed issue.

He said this at a public meeting organized at the circuit house today. Dabi was to physically inspect Mpen, the much troubled area where the Chakma refugees not only have encroached on the land of the local Singphos but also have attacked the indigenous land owners. The inclement weather however made it impossible for the minister to visit the site.

The need of the hour is for the government to find out as to how many Chakma refugee families were allowed into the state during the NEFA days and how much of land was allotted before taking any action, he added.

The Home Minister further said that the Chakma refugees must not take the sympathy of the state government and its people for granted. When the government has given them shelter, they must behave and not confront on social, cultural, political or economical aspects, Dabi said.

The present state government is sincere and committed in its stand and will make concrete policy to deal with the refugee problem, he said.

He further urged for the constant support of the people to the state government to bring about a permanent solution to the issue.

The Singpho land owners submitted a memorandum to the home minister urging for protection of life and property from the Chakma refugees who have forcefully encroached on their lands. They further demanded  creation of police outpost at Mpen.

They further informed Dabi how the refugees attacked the Singpho community with lethal weapons last month after the administration forced them from encroached land at Mpen.

Meanwhile, the 24 hours bandh in Miao Sub-division given by All Tai-Khampti Singpho Students Union of Arunachal Pradesh (ATKSSU) which had the support of All Changlang Students Union was total. There was no vehicular movement, all shops were closed and offices had thin attendance. ATKSSU demanded the immediate arrest of the culprits of the April 9 incident at Mpen and punishment as per law.

The public meeting was attended by local MLA   Kamlong Mossang, Commissioner Home A. B. Shukla, DIG East Tashi Lama, Changlang Deputy Commissioner Dr. Deepak Kumar, SP in Charge Changlang, ADC Miao T Mara, government officials, public leaders, GBs, and the public.

Tea planters body encourage Durpai villagers to take up tea plantation

ITANAGAR, May 4: The Arunachal Pradesh Indigenous Tea Planters and Small Growers Association (APITPSGA) has  conducted  a field study at Durpai village along  Assam and Arunachal Pradesh boundary area under Likabali ADC Sub-Division,  West Siang District to find out feasibility of tea cultivation in the area.

The association found that like other border areas of the state, Durpai village has huge potential of growing quality tea. But the people here are reluctant to take up any self-ventured economic activities due to insecurity syndrome caused by the boundary row, the Association members observed. There is no electricity connection in the village, they said. The survey was conducted under the directives of the Ministry of Trade and Commerce, an Association release said.

Meanwhile, the members helped the villagers to form a self-help group in a meeting to avail the benefit under Tea Board of India. Association president Tadak Gab, general secretary Sompha Wangsa, vice president Nabam Nikia  called upon the villagers to work hard and undertake tea cultivation  to improve rural economy  and reduce dependency syndrome to Govt.

Tea can be grown under the scheme of Village Forest Management, they said. However, soil test is a must before tea plantation, the Association added.

The members felt that tea cultivation can be carried out in certain jhum land after harvesting jhum crops.

Sompha Wangsa also highlighted the activities of the Association.  Nikia urged the villagers to change their mindset and take up tea cultivation for self sufficiency. Govt is always there to find out solution to boundary problem, Nikia said, adding it should not affect economic activities in boundary area.

VC arrested and released on bail

ITANAGAR, May 4: Acting on a complaint filed by Dr Sarah Hilaly, Associate Professor in the Department of History with the Itanagar Police over three weeks ago, Prof. K.C.Belliappa the Vice-Chancellor, Rajiv Gandhi University was arrested this afternoon. He was later released on bail. The FIR was filed for having being sent an abusive email by Prof Belliapppa. He had sent this abusive Email in reply to a Spam mail sent to him from the hacked Email address of Sarah Hilaly.

The police is expected to file a chargesheet soon in the court against Prof Belliappa.

It may be mentioned that this could be the first such incident of cybercrime cracked by Arunachal Police, where the accused has been arrested.

The Rajiv Gandhi University Women and Children Welfare Association questioned why  the VC was released within an hour of his arrest and urged upon the police and magistrate authority to re-arrest him immediately. It said if the VC is not arrested again, the association will be compelled to go for further action until the demand is fulfilled.

The student leaders submitted a five point memorandum to the minister which includes immediate restoration of peace in the affected area and demarcation of the land of the Chakma refugees at the earliest. The union further demanded that Chakmas be brought under the Inner Line Regulation Act. The RGUSU reacted to  the early release of the VC while adding that state govt. should ask themselves weather tainted VC should remain in his position. It further  has reacted to the withdrawal of the appointment of Pro-Vice-Chancellor and termed it as an act of nepotism and favoritism.

Doimukh Citizen Right’s Forum has expressed anguish over events unfolding at Rajiv Gandhi University (RGU) in recent days. In this regard a meeting was held wherein Panchayat leaders, GB’s, student organizations and public leaders participated.

Everybody present in the meeting appealed to the state government to amicably solve all the issues disturbing peaceful atmosphere of University. As universities are established for welfare of students, the demands of RGU student should be looked into by authorities, the Forum demanded.

Former Minister T C Teli urged the state Governor to intervene and take up the on-going impasse in Rajiv Gandhi University with Central Govt for immediate removal of the RGU VC for safety and security of august institute.

Teli, a senior citizen of Doimukh, in a letter to Governor said, ‘university is the asset of the state Govt and Prof K C Belliappa have no right to play politics with the academic career of thousands of students of the state’. He suggested that NERIST director Dr Joram Begi may be given temporary charge of the university to bring back the normalcy in RGU.

Taking  strong exception of the chaos and unprecedented development in the campus of Rajiv Gandhi University (RGU)  following  ‘various allegations and public outcry against the Vice Chancellor  for his alleged highhandedness, autocratic behavior, hatred and divisive politics within the University Campus’, All Papum Pare District Students’ Union (APPDSU) called for immediate resignation of the Vice Chancellor. The union said, it is the only possible option to bring normalcy back in the campus.

Urging Prof K.C. Belliappa to make an honorable exit for himself from the post of Vice chancellorship at the earliest from the campus, the union,  said, it shall be compelled to take the issue to the broader forum with the like-minded students’ organizations, particularly AAPSU in case of failure of the VC to do so.

At the same time, the Union appealed State Government and the Governor being the reactor of the University to bring into the notice of Union HRD Ministry on on-going impasse and immediate ouster of the Vice Chancellor from RGU.

Regarding VC’s decision to leave the campus and function from Delhi,  the union said that  the decision to run the university from  national Capital does not sound reasonable at all.

The APPDSU also requested the public and politicians not to politicize the issue  as it is extremely making huge damage to peaceful academic atmosphere of the institution.

Tadar Tang Memorial Football Tournament

Papum Pare down Kurung Kumey 3-2, reach final

Madhurjya Doley

ITANAGAR, May 4: Papum Pare survived a late surge to pull out a thrilling 3-2 win over Kurung Kumey in a packed Rajiv Gandhi Stadium today and entered the final of the 9th Tadar Tang Memorial State Level Football Tournament.

Papum Pare shot into lead just before the breather through their dependable striker Taba Rakesh. He netted the ball after receiving a fine cross from the left side 44th minutes of the first half (1-0).

The second half saw Papum Pare Captain Techi Takar scoring two goals in 50th and 77th minutes to further the lead to 3-0. Takar scored his first goal through a free kick taken from just out side the ‘D’ box which curled in nicely to fly past the goalkeeper.

With Kurung Kumey trailing 0-3 goals with 13 minutes remaining, indomitable Kurung Kumey suddenly increased the pace of attack at rivals citadel. And, as a result of which, they found the net in 88th minute through Takam Tayam (1-3). Being encouraged by the goal, stubborn Kurung Kumey with never die attitude silenced the cheering Papum Pare supporters by scoring another goal again by Tayam in injury time (93 min) through penalty kick to reduce the margin further (2-3). But it was too late for the team as the referee, by then, blown the final hooter declaring end of the match.

People of Pasighat want solution to real problems

Taba Ajum

ITANAGAR, May 4: One of the oldest towns of Arunachal, Pasighat may never remain same with a big dam being proposed over river Siang just few kilometers away at  Pongging village. Though this town will not be directly affected, but there are enough indication that landscape of Pasighat will change for sure in the coming years.

Situated along the majestic Siang River, Pasighat is the place where the  Britishers first discovered Arunachal. Also this is the area where first rebellion against British took place when Matmur Jamoh, a simple villager killed then  political officer Noel Williamson at Komsing village near Pasighat which lead to Anglo-Abor war. The visionary leader of Arunachal, Late Daying Ering also belonged to this town.

In recent days,  Pasighat town has become the rallying point of people opposing construction of dam over river Siang. Recently three days NE consultations on construction of large dams in North East area were held at Pasighat.  Various NGO’s and people affected by construction of dams from across NE participated in the meet. But quite surprisingly not many from Pasighat town, especially residents of Lower Siang area which is going to be affected by the construction of dam did not turned up. It was tough to understand what deter them from attending this meet.

Though they evade expressing their opinion publicly, deep down most citizens whom this reporter spoke oppose to the idea of constructing dam over Siang. A government officer who is resident of Pasighat town on condition of anonymity said, “See, most of the residents like me don’t want coming up of such a huge dam in our area. But being government servant I can’t oppose their policies. My heart goes out to all the affected people who are fighting for their right.”

Ojing Tasing, who is leading anti-dam movement in Pasighat says that some people have branded him as villain for opposing construction of dam over Siang. “Many citizens complain that am misleading the youths of our area by organizing anti-dam activities. But I am only trying to educate people about their rights and consequences they have to face if dam is being built in Siang,” told Ojing.

He further added, “If this dam is constructed, it will submerge the place where Anglo-Abor war took place. We need to safeguard these places of historical importance.”

When this dam project starts naturally many migrant workers will pour into this town. I guess within next 5 years we will become minority in our own place of birth,” said one local resident. Many residents want government to tackle real problems like poor electricity supply and also resolve border issue with Assam, which is the need of hour instead of concentrating on dam. Though there may be divided opinions over dam issues, every citizens of East Siang district understand the fact that Pasighat town and its adjoining areas will witness immense changes in years to come. “Already in Pasighat town migrant workers outnumbered  local tribal population.

In the coming days it would be interesting to watch how this dam issue unfolds in Pasighat area. After Dibang, anti-dam movement over river Siang is drawing attention of whole state.

As it involves the danger of loosing originality of Siang belt area specially the threat to topography of Pasighat, fellow Arunachalee will keep an eye on event unfolding  in this historical town.
