ITANAGAR, May 4: Prity Pangkam, a first year Medical Student of Regional Institute of Medical Sciences (RIMS), Imphal died at Imphal yesterday evening.
Born on 8August, 1986, she did her schooling from Rama Krishna Mission, Aalo and had a brilliant academic career.
The mortal remains will be taken to her home at Karko village, Upper Siang District for the last rites on May 5.
After qualifying the entrance examination two years back, she took admission at RIMS, however due to illness she had to take a break from her studies for two years.
But determined to fulfill her childhood dream and to serve the people, Prety rejoined the institution this year. However, on the evening of April 29 last she fell critically ill. She breathed her last on May 3 last at the ICU of her Institution.
Meanwhile, RIMS with Director L Fimate and all senior professors, officials and medical students in a condolence meeting today recalled the short association with Prity.
The RIMS family members prayed for the eternal peace of the departed soul and extended its condolence to the bereaved family members.
Dept blames rain for collapse of bridge
PASIGHAT, May 4: Reacting to the news item published in this daily on May 4 regarding collapse of under construction bridge over Dobu river, Pasighat PWD EE Er. Tapi Darang said it all happened due to natural calamity triggered by incessant and heavy rainfall.
According to Darang, untimely and heavy downpours is the main reason which destroyed the under construction bridge.
The collapse of the bridge was not due to low quality materials or inefficient technology as reported but it was due to untimely heavy discharge of the river due to continuous heavy rainfall in the catchment area during that period. He further clarified that the bridge is being constructed departmentally to ensure quality and speedy construction.
He said that rain was at its worst this year compared to the last three years.
In his statement Er. Darang stated that the span of the bridge is 80mtr. in two spans but not 60mtr. as reported and the type of bridge is PSC Grider.
The casting of the girders/beams of the ill fated bridge was completed on April 15 and the first stage of stressing of the cables was fixed on April 30 as per specifications given in the MOST drawings but unfortunately due to heavy rainfall, the river was on spate and the scaffoldings/supports of the bridge were washed out and the girders/beams of the bridge ultimately failed and collapsed on April 23 before the concrete gained required strength. Yingkiong, May 4: Deputy Commissioner, Upper Siang District Pawan Kr. Sain, inaugurated an RRC bridge over Sire River near Simong today which is one of the biggest villages of Upper Siang. MLA Alo Libang who sanctioned the under MLALAD fund was also present.
The bridge, funded under MLALAD connects the village with community WRC fields.
Earlier there used to be a traditional log bridge which has to be repaired frequently causing a lot of hardship to the villagers.

He informed that this chamber can be made with locally available materials and without using the electricity, agriculture produces can be stored temporarily for few days.

‘Federation seeks CM’s intervention’

The Roing legislator likes to motivate people a lot, but just when the action starts,
he suddenly disappears and ‘Voila’ as sudden a re-
Tell you a tale of Intelligence that puts CBI, RAW, IB, Phone tapping etc. back to classroom. I once requested a good acquaintance to allot work to a certain person, so this nice Executive issue out a work order but suddenly finds himself in a peculiar position at the legislator’s residence after info reaches his doorstep.
After subjective grilling pinched with good cop, bad cop drama by the legislator, the official is suggested to cancel the work, but upon response that he is unable to do so as the person has already been taken into confidence and it would be inappropriate. That’s when the “psychological warfare” takes a turn for the peculiar and a hilarious new strategy is born.
The official is told to send the person to his residence wherein he shall let the person know that he is the angel behind the generous act. Good thinking. But this honestly actually happened in three separate occurrences and believe it or not, all in the same routine. I suggest he finds a new strategy.
One may deem this as a personal attack, but so was the work for those people and so is my hope for a better leadership personal. So go on in your self publicized ultimatum, but let your actions do the speaking and you have my best wishes guaranteed.

‘Inefficient match officials, committee led to ouster of East Kameng team’
Dear Editor,
It has been observed that inefficient and partial committee members are managing the IXth Tadar Tang Memorial State Level Football Tournament, who cannot take right decision at the right time.
Let me justify my view points by elaborating the tussle that happened during Quarterfinal match between East Kameng and Kurung Kumey on May 1. The mishandling of referee is no doubt, highly criticized and those involved should have been arrested, but Referee must also ensures that there is precision in their judgment. The behavior and wrong judgment of line referee were worth condemning and such partial referee should never be allowed.
Secondly, since both the teams were in same pool during league round, there is no question of meeting each other again in the next round. This is absolute and absurd match fixing by committee.
The rematch was scheduled the very next day stating various timing scheduled i.e 7.30 am, 11.30 am , 2 pm. The East Kameng Team reached the ground at right time, followed all rules demanded by the committee including suspension of players and waited for opponent team to arrive. But they didn’t turn up on time. Based on football rules, East Kameng Team should have been given walk over. Even the written applications were submitted in this regard. Despite that, inefficient committee members failed to take right decision. Instead Kurung Kumey team was given free entry into semifinals. This would be world’s most injustice done by any committee managing state level football tournament.
Since this is a state level football tournament being sponsored by government, the department concerned should handle it with proper security forces or there should be committee consisting of members from every district.
This signifies why teams from Bomdila, Tawang, Tezu, Along, Tirap, Upper Siang did not participate. If partiality is to continue, let just few teams play the biggest tournament in the state.
No one become great by winning 2 lakh rupees, but what remains is good human behavior.

Who fixes the price?

Through your paper I would like to request the authority of the Capital Complex, Itanagar to clarify who is the authority to fix the price of the items that are being sold in the market ?
Though the authority & market committee of the capital complex, Itanagar has fixed the price but the shopkeepers and vegetable vendors are not following the fixed price. The prices particularly that of meat including beef and vegetable are not being followed at all.
If the DC and Elected leaders of the Market committee are the authority than they have to accept that they are incapable to implement the price.
If the authority to fix price list are the shopkeepers, then it’s not new for common public of capital complex.

Dabi confess government’s failure in solving the vexed Chakma issue

Miao, May 4 : The Home Minister confessed that the state government was wrong on its part for not having taken any action against the Chakma refugee issue earlier.
However, Dabi said that it is not too late to correct or undo the wrongs, provided the local leaders and its people are with the government in finding a permanent solution to this vexed issue.
He said this at a public meeting organized at the circuit house today. Dabi was to physically inspect Mpen, the much troubled area where the Chakma refugees not only have encroached on the land of the local Singphos but also have attacked the indigenous land owners. The inclement weather however made it impossible for the minister to visit the site.
The need of the hour is for the government to find out as to how many Chakma refugee families were allowed into the state during the NEFA days and how much of land was allotted before taking any action, he added.
The Home Minister further said that the Chakma refugees must not take the sympathy of the state government and its people for granted. When the government has given them shelter, they must behave and not confront on social, cultural, political or economical aspects, Dabi said.
The present state government is sincere and committed in its stand and will make concrete policy to deal with the refugee problem, he said.
He further urged for the constant support of the people to the state government to bring about a permanent solution to the issue.
The Singpho land owners submitted a memorandum to the home minister urging for protection of life and property from the Chakma refugees who have forcefully encroached on their lands. They further demanded creation of police outpost at Mpen.
They further informed Dabi how the refugees attacked the Singpho community with lethal weapons last month after the administration forced them from encroached land at Mpen.

Itanagar, May 4:The Minister of Mines and Minister of Development of North Eastern Region B.K. Handique has said that the process to develop mechanism for realizing the aims, objectives and goals enunciated in the North Eastern Region Vision 2020 has already been initiated.
In a written reply in the Rajya Sabha yesterday he said, the Government would appreciate and welcome the efforts and advice from the civil society or any other organization for the implementation of the Vision 2020 Document.
For NER Vision 2020, he further informed that, 17 Thematic Groups were constituted, headed by the senior officials of the line Ministries comprising representatives of the State Governments of the North Eastern States and eminent experts in various sectors. These Thematic Working Groups prepared sectoral Action Plans which were presented before the public representatives and media of the North East in Shillong in 2009. The action plans of these Thematic Groups will be finalized in consultation with the concerned Ministries and ‘in principle’ approval of the Planning Commission will be taken for funding the same. Thereafter, these Action Plans will be implemented by the concerned Central Ministries from their gross budgetary allocations.
